Aquilegia flabellata 'Nana'

Commonly called the fan columbine, this species is a dwarf columbine native to alpine regions of Japan and Korea. Plants reach 20 cm tall with blue-grey to grey-green, waxy, fern-like foliage. From October short stems carry a profusion of 3 cm diameter flowers with pretty aquilegia blue sepals and creamy-white petals sporting hooked spurs. They almost always come true from seed. So expect them about after the first year. Preferring some shade when it is hot, the prefer adequate moisture and great drainage. Perfect rock garden and trough plants.
