Water-resistant: able to resist the penetration of water to some degree but not entirely. Water-repellent. No unlined canvas rug is 100% waterproof. A canvas lined rug is a lot more water proof

A high wool blend lining (not just felt) creates a membrane between the canvas and horses coat to extend water penetration. Canvas will absorb moisture from exposure to rain and from condensation under the rug. If you want a waterproof rug you will have to have a lined canvas or synthetic with fill.
